At its core, Section 84 of Canada's Corrections and Conditional Release Act is a beacon of hope, offering a legal pathway for Indigenous people in federal custody to co-create culture-based release plans. These plans are not just about reintegration; they're about weaving the fabric of community back together, reducing recidivism, and enhancing public safety through connection to culture, ceremony, and community support.

Addressing Overrepresentation Through Culture and Community

The stark reality is that Indigenous people are significantly overrepresented in Canada's federal prison system, accounting for more than 32 percent of the inmate population, despite being only 5 percent of the national population. For Indigenous women, this figure is nearly 50 percent. Section 84 reintegration planning seeks to address this disparity by offering a pathway that is community-led, culturally grounded, and trauma-informed, directly aligning with the Truth and Reconciliation Commission's Call to Action 35.

For over 55 years, COELS has been a beacon on the Coast Salish territory, providing a safe haven through culturally safe halfway houses, Elder-led healing programs, and support services. Their work is a powerful testament to the belief that healing and public safety walk together, supported by the organization's commitment to delivering over 36,000 meals annually through their Bannock on the Run and Unhoused Outreach programs.
